Lake Waukomis Zebra Mussel Regulations
ZEBRA MUSSELS REGULATIONS
Zebra Mussels are a destructive invasive species which is migrating into the area, posing a potential threat to the waters of Lake Waukomis. In effort to prevent the introduction of Zebra Mussels into the lake waters, the following guidelines are established. Individual residents/lot owners will be responsible for ensuring that their household meets all guidelines contained in these regulations, and may be held responsible for the conduct of their guests.
1. DESIGNATED EQUIPMENT ("No Gear Except from Here")
All boats, motors, docks, lifts and any absorbent equipment (i.e. lifejackets, bait buckets, fishing gear, water toys, noodles, tow ropes, anchor lines, ski equipment, scuba gear) and small watercraft, (i.e., sailboats, trolling motors, canoes, kayaks, paddleboards, paddle boats, trailers, etc.) to be used at Lake Waukomis should not be used in or stored at any other body of water.
1. A Watercraft ( i.e., boats, sailboats, canoes, kayaks, paddleboards, paddle boats)
1. Prior to entering Lake Waukomis water, all motorized watercraft must be inspected for Zebra Mussels and, if needed, be quarantined. Inspections will be conducted by authorized association members.
2. All watercraft must be registered and have a current sticker on it. All watercraft may be subject to inspection, and quarantine if needed, before being used in Lake Waukomis. Individual residents will be responsible for ensuring that their watercraft meets the guidelines of Zebra Mussels Prevention (see below.) This also means that guests of residents and all nonresidents may not bring any watercraft onto the lake.
3. Boats/trailers/watercraft that have been used or stored in another body of water and are then stored at Lake Waukomis, but not intended for use in Lake Waukomis (for example, a fishing boat with a large motor parked in a resident’s driveway), must be drained completely and thoroughly washed at a commercial car wash using the hot setting prior to being parked or stored on any Lake Waukomis property. This is important because if the boat or gear is washed on Lake property, the microscopic eggs may run into the Lake watershed and into the Lake.
4. Effective April 1, 2015, all watercraft and docks must bear a current, valid, lake-use permit sticker indicating that they have been registered, applicable license fees paid, and the owner(s) has completed the requirements of Zebra Mussels Prevention Training.
1. B Fishing Gear and Other Recreational Gear
If a resident/owner fishes or recreates at other area lakes/rivers separate gear should be designated for use in Lake Waukomis. This is because the eggs and larvae of Zebra Mussels are microscopic (not visible to the naked eye) and they can be transported from one lake to another on fishing equipment and other gear. Residents/Owners should ensure that their fishing gear is to be used only at Lake Waukomis and not taken to other lakes. Guests of residents must use their host's gear or store their gear at the resident's house. This includes but is not limited to, fishing poles, bait buckets, life jackets and any type floaties.
1. C. Docks
No docks, ramps, floats, lifts, or dock equipment may be transferred from other lakes or waterways unless they are inspected, quarantined, and approved by authorized Lake Waukomis Association members for placement upon Lake Waukomis.
2. RECREATIONAL USE OF LAKE WATERS
2. A Fishing
1. No fishing is allowed on Parkways unless a resident is present. Non-residents may fish from a resident's dock or boat if the resident has given permission. Guests may not bring outside gear into the lake. All residents are responsible for their guests complying with these regulations.
2. Fishing is prohibited on the dam and spillway.
2. B Swimming
Swimming is permitted only for residents/lot owners of Lake Waukomis and their guests. The resident must accompany any guest(s) while swimming, unless swimming from the resident's dock or boat with the resident's permission. A resident must be physically present if their guests are swimming in the spillway area.
3. MANDATORY TRAINING FOR ALL RESIDENTS
Lake use permit stickers (i.e., boat stickers) shall not be issued for any household which fails to meet the education and certification requirements.
3. A Educational Program (All Residents)
The goal of the Zebra Mussels Prevention program is that on or before March 31, 2015 all existing residents (age 14 and over) will have completed the program. New residents are required to complete the program within 30 days. Residents reaching the age of 14 should complete the training within 90 days following their 14th birthday, in order to conform with Missouri law which permits individuals to be eligible to operate a boat at the age of 14.
3. B Certification (At least one person per household)
For each household, at least one adult/head of household is required to complete the Certification for Zebra Mussels Prevention. Certification consists of completing the Zebra Mussels Prevention education and completing a written verification form. The Certification will be renewed every two years at the time that dock and watercraft fees are paid.
4. ZEBRA MUSSELS PREVENTION GUIDELINES
If a resident purchases used equipment or watercraft, the following guidelines apply. All used boats and equipment (see complete list under Designated Equipment section) must be treated, quarantined/dried and closely inspected by the resident/owner prior to being designated for Lake Waukomis use and placed on the Lake. The Association may require formal inspection of watercraft/gear by an authorized Association Member in some cases, such as with any motorized watercraft entering the lake.
Treatment and Quarantine Procedures:
· CLEAN: Thoroughly wash the item with hot (ideally 140 degree; minimum 104 degree) soapy water; pay special attention to crevices and small hidden areas. Boats, trailers, motors and other large items must be power-washed at a commercial car wash outside of Lake Waukomis to prevent runoff inside our watershed.
· DRAIN: Drain all water away from our lake (Incl. live wells, coolers, etc.). Do not drain water or liquids inside our watershed. The microscopic eggs can run into the lake.
· DRY: Dry thoroughly and wait (7-30 days or time on chart ) before entering our lake. It takes this long to ensure that any microscopic eggs are killed. Wait time is dependent upon air temperature and humidity levels, and will be determined by the designated inspector. A chart of recommended quarantine times may be posted at the Lake Waukomis Office.
· DISPOSE: Dispose of unused bait in the trash. Never put it in the lake.
· Dry quarantine guidelines: This chart utilizes average air temperature and humidity for the geographical area that includes Lake Waukomis.
